Ricky Ray News

The Ricky Ray law spent years in congress before it was finally passed in 1998 and signed by President Bill Clinton. In the fall of 2000 the bill finally received a small amount of funding to get the ball rolling while the community was still fighting and pushing for full funding. With congress in overtime as usual in 2000 appropriated the full funding of RR just 1 or 2 days before the session was over for the year, an overwhelming relief for those who had fought so hard and so long.
